Exit at Naruto Highway to find the Naruto Sightseeing Information Center.

From the Kobe-Awaji-Naruto Expressway, exit on the "Naruto-kita Interchange."

Pay the fees, and then turn left to the Naruto Park.

After turning left, continue for about 2 km for two minutes, and you will pass by The Otsuka Museum of Art.
Turn left to a small shrine, and you will arrive at a 3-pronged intersection. Turn left at the signal here.

After turning left, go 400 m to pass the parking lot of The Otsuka Museum of Art.
You will see a sign that says "Whirlpool Sightseeing Boat Dock" toward the front.
Now go along the coastline and then turn right. Then continue for about 400 m.
